what do you mean "You'll need to create a PS2 bootable CD which runs the PS2MENU.ELF"??

using cd-r to transfer files to memory card

i was wondering if theres a program i can download and burn to transfer files from cd to memory card? files such as .xpo and .xps, xport is not available currently where i live. i have a mod chip and action replay max, but no lan connection, any help would be great.
