I had exactly the same problem on a fresh install today. Make sure these entries are in your /etc/make.conf

Simple fix.. I was missing AUTOMAKE="yes" in my make.conf

I recently had a drive fail on me, and I had to do a fresh Gentoo install. I had the SDK running fine on the previous installation, but I ran into some errors this go around.
