build.mak is located in /usr/local/pspdev/psp/sdk/lib or cygdrive/C/cygwin/usr/local/pspdev/psp/sdk/lib/build.mak in your case psp-config --pspsdk-path will get you most of the way there if you're doing it programmatically.
