The short answer is no.

The long answer is that while downloading and running linux itself would be legal, the only (known) port of the linux kernel to the PS2 runs inside an environment called the RTE, which is only found on the ps2linux boot disc. This RTE is owned by Sony and cannot be legally redistributed effectively blocking you from doing so without having bought the kit.

Going with a modchip to run ps2linux is no different than using a modchip to play pirated games. There's a very high chance this is illegal in whichever country you're from.

May I suggest looking on ebay or trying to track down a used copy instead?

Good news, then.

You'll find that little to no homebrew on this site requires ps2linux. We provide software to create homebrew programs that run on the ps2 natively.

For information you may buy the RTE on sony's linux website for 25 Euros.
