Keyboard/mouse w/out copyright probs

Is it possible to make a homebrew program that can use the USB keyboard or mouse without breaking copyrights by bin2s-ing the usbd.irx or requiring the user to copy that file from a disc of theirs?

As I remember it, people were reverse engineering the usb module from one that came with debug symbols. I've checked all my PS2 games, and none of the included IRXs have debug symbols. Can someone tell me which game(s) had various modules with debug symbols? I'd like to know so I knew what to buy so I had a legal copy I could then look at. I wouldn't think about asking someone for the module itself. :)
