It's doable, but yeah unless you dont mind losing your PSP I wouldn't try it...although after playing the SNES emu at 333 for over an hour it says the temp of the cpu is 30C which is relatively low for a cpu...my PC's cpu runs at 40-50 overclocked...and the xbox runs at 50-60 after a good gaming session...
Also, it's hard to say if the PSP would even accept that command...and no real way to measure any performance benefits...unless you program a REALLY heavy graphics prog with an fps counter...

I can't see 33MHz CPU speed providing worthwhile improvement for any
program, at least not enough to warrant running outside of specification.
