If you haven't already, try using the "old" toolchain script instead of the beta perl script.. FYI you end up with the same toolchain in the end... it's possible there are still issues with the perl script.

i use slack exclusively and have never seen this
infinite looping with pspsdk ...but it does remind me of a loop i
encountered with a script that utilized a perl version
that i did not have compatible ....when i upgraded and
in slack upgrading perl is no small thing :P ...after its
all up to date this looping had stopped ....so maybe
the same is happening to you ...try a perl update from
their latest stable and see if your problem persist
if so ....then try the psptoolchain.sh script instead and
hope for succcess

I've tried reinstalling the cygwin program and Windows XP, but i still got the same message

any idea?????
