Does your LAN have a DHCP server? Or is your network using fixed IP addresses?

from your PM:
My IP addreses is 10.0.99.64 but it says i have a DHCP server to which is 10.0.99.1
I take it the first is your PC's IP address? In any event, you can find that out by typing ipconfig into a command prompt. If you can find the TCP/IP settings in Windows, if the box 'Obtain an IP address automatically' is checked then you are using DHCP.
If you're on DHCP then you've made a mistake setting up the PSP for DHCP.
If you're not on DHCP pick a free address on your network (10.0.99.something) and subnet mask 255.255.255.0.
