I would like to test some 3D stuff on the psp, but I wondered if a 3D models (like 3DS for example) could be converted to a psp suitable format using a program ?

If you already have the 3D files in a given format, say 3DS, you'll need a piece of code that reads .3DS files and is able to prepare them for PSP rendering. Alternatively, you can load these files in a 3D modelling package and create an "exporter" that converts them into a PSP-ready format.
There's no ready-made package that will do all, but with a bit of Google and a lot of work you can make one.

i highly recommend convert them into a PSP-ready format. it's faster
you can convert it from existing format (3ds, wrl, obj...)
or better make a exporter plugin to maya or max (better maya :D )
