Whether the psp dev tool is one of the "required" or just makes it easier is unclear. $1200 as a requirement is far too high compared to the cost of developing on the iphone.Once you have completed the signup process you will be able to order any required development hardware and develop your minis titles. The current price for a PSP™ Development Tool is €1200
